It's unreleased because of several reasons:
1 - Spikes do not actually do anything to the players, as there are no real universal stage interactivity in mugen.
2 - Can't really compete with the other better quality stages available.
3 - It's only 1 BG layer, a very basic stage. Can easily be made by anyone.
4 - Did I mention no interactivity?
5 - Not really sure I am ready to get back into mugen, as I still have other things on my mind right now.

Why does displaying PSP games on TV suck? Because it makes the game screen smaller than the screen of your PSP's menu screen being displayed on the TV.
I compare screen size ratios. Unfortunately, the game screen size is the same for both screen ratios for some odd reason. The PSP's menu screen fits perfectly around the TV video. Why can't the game's screen be shown like that size? Instead, it HAS to be small.

Someone has requested me to post the story boards of the NEW characters exclusive to Street Fighter Alpha 3 MAX (Eagle, Maki, Yun, Ingrid). THIS video is a test, and shows why I am not motivated to do this.       <title>MegaMan Powered Up: One Obscure Level</title>

It DOES have multiple paths (whether it's right or wrong), some paths even loop around. The path I took is probably the best, and/or the rightmost path to finishing it.
The level has its paths specifically made for Cut Man. However, Mega Man can also complete this level, as long as he doesn't get trapped in a path specifically designed for a robot master. There are some areas where it requires either some of Mega Man's weapons, or Guts Man's strength due to the blocks.
This is my second recording of this level. The first recording I made was for wide-screen,  cutting off the black borders, making the screen bigger. Unfortunately, the sound had de-synced a LOT during the recording process. So it was either this natural recording, or the wide screen recording with sound de-synced. 
This level was uploaded in Capcom's server via MegaMan Powered Up's upload system. Although I'm unsure if it's still there.

This is the result of recording my Sony PSP 3000
Using a capture card to display from the TV to my PC, then using a desktop recording program to record only what is shown, removing the dull black borders from this video. Trying to see which method is the best to show my future Sony PSP videos. Either direct capture with borders in tact, or multi-capture while eliminating the borders during the process.
I am very aware of the software such as RemoteJoy, but it requires the use of custom firmware, and/or a hacked PSP to use, which are both risks of violating your warranty. I am simply testing different PSP recording methods the legal way possible.

Also testing to see if this video will display as wide screen. EDIT:About the Crash Man Theme Song, I didn't realize this until now when I was looking at a quick speed run of mm2. There is actually more to the song.
I ripped the NSF out and exported as wav, although much of the song sounded the same to me. I got confused and ended it too early.
